On lower difficulty levels they seem to be nicer. I could just be imagining it, though.

The AI's "Diplomacy engine" seems to be built around three main factors: First, a set of tensions created by the interactions of social choices on the SE table. Second, a comparison of strength, relative to the faction(s) they are contacting, and third, small consideration for how they have been treated in the past (also, there is a random element tossed into the mix, representing their "mood").

this quote is from Vel's Guide, so:

- take a look at the AI's SE settings before contacting them

- don't expect mercy if your last or first in the power graph

- don't expect mercy if the AI is the victim of an atrocity

Maybe because they tend to be more powerful when they're played at a higher difficulty they are more aggressive

Why would they be hostile if you're the most powerful? That seems like suicide.
